DBK APPOINTS NEW HEAD OF AFFORDABLE HOUSING

9 Nov 2009

David Sammons

Construction, property and development consultancy DBK has recruited David Sammons to head up its affordable housing consultancy team.

Having previously headed up Knight Frank’s out of London affordable housing department, David Sammons, age 39, is now based in DBK’s Birmingham headquarters office. His previous role focused on advising and negotiating S106 planning obligations to maximise receipts and mitigate the impact of affordable housing provisions. Mr Sammons also has considerable experience of carrying out market testing to ensure the optimum price is achieved for affordable housing stock, together with advising developers on specification, house types and contract documents.

Prior to joining Knight Frank’s Birmingham office in 2007, David Sammons worked for David Wilson Partnership Homes in Wolverhampton for over five years. Previously, he accrued invaluable experience working for Jephson Housing Association in Dudley and Droitwich Spa & Rural Housing Association.

Steve Kelly, principal director of DBK comments: “David has over 17 years experience of working in the affordable housing sector, having worked in-house for a large house builder, gained key experience at two Housing Associations and most recently in a senior development consultancy role. This experience and David’s skill base will further strengthen our affordable housing team and boost our profile in the sector.

“For over a decade DBK’s team of affordable housing specialists have worked with a number of clients from the largest PLC house builders, to niche private developers, as well as local authorities and Registered Social Landlords. While the recession has had a tremendous impact on the market, development activity and work on future projects is starting to pick up and show promising signs of recovery, so we are delighted to have secured someone as experienced as David to head up our affordable housing team.”

One of Mr Sammons’ recent projects saw him providing ongoing affordable housing advice to Grainger Estates PLC for a brand new settlement of 1,550 dwellings on the outskirts of Portsmouth. David has also recently provided consultancy services to Birmingham City Council in respect of the affordable housing provision at Chord Deeley’s mixed-use St Georges scheme in the city’s Jewellery Quarter.

David Sammons, head of affordable housing consultancy at DBK comments: “DBK has a very strong reputation in the affordable housing sector and I am familiar with a number of its developer clients. The commissions that are awarded to DBK are often strategic, complex projects where we can add value at various stages of the development programme, so I’m very much looking forward to working with the team.”

Supporting DBK’s affordable housing team is Paul Steele, an associate director specialising in residential valuations. Paul has considerable experience in providing site appraisals, Section 9 valuations, through to stock valuations and end sales values.

In addition to affordable housing consultancy and the core services of project management and cost consultancy, DBK also offers specialist services such as employer’s agent/client representative work, fund monitoring, health & safety/CDM Coordination, building surveying, BREEAM and Eco Homes rating, utility cost management and construction insolvency, recovery and risk management.
